The Majority Leader of the Popular Democratic Party and Senator for the District of Carolina, Javier Antonio Aponte Dalmau, was born on May 18th, 1971 in San Juan, Puerto Rico. The youngest of three siblings, he inherited both from his father, José Aponte de la Torre, former mayor of
Carolina, and his mother, Doña Idalia "Daly" Dalmau Ferrer, his devotion to public service. From an early age, he collaborated with his father in the execution of the "Carolina Insuperable" master plan, which focused on the socioeconomic and infrastructure development of the Municipality of Carolina and the eastern region of Puerto Rico.
In 1994 he obtained a Bachelor's Degree in Finance from the Faculty of Business Administration at the University of Puerto Rico, Río Piedras Campus. After completing his Bachelor’s Degree, he began his professional career as an Investment Officer in Popular Bank of Puerto Rico, where he worked until 1997. In 1998 he obtained his Master's Degree in Finance from the Faculty of Business Administration at the Inter-American University of Puerto Rico, while he worked as financial advisor to the company
“Marland Industrial”. Later, he studied Law at the Pontifical Catholic University of Puerto Rico from where he obtained his Juris Doctor Degree in 2001. During his years as a Law student, he worked as a Law Clerk at the Ortiz Álvarez Law Firm.
At the beginning of 2002, he began working as a legislative advisor in the Office of Public Policy and
Legislation of the Senate of Puerto Rico and in the Office of Advisors of the House of Representatives of Puerto Rico. From 2005 to 2008 he worked both in the government and private sector. He worked in the Executive Branch as an External Consultant to the Secretary of the Puerto Rico Department of Economic Development and Commerce (DDEC). From this position, he directed several industrial development projects and implemented the Administration's public policy in this sector. In the private sector, he worked at the company Conwaste Inc. from 2009 to 2012. As legal advisor, economic planner and financial consultant, he developed recycling projects, land use plans and environmental
compliance plans.
In 2013, he was elected as the Representative of District 38, which includes the Municipalities of Canóvanas, Carolina and Trujillo Alto. In this position, he served as President of the Small and Medium Business, Commerce, Industry and Telecommunications Commission, as well as the Economic Development and Planning Commission. Re-elected Representative for District 38 in 2017, he stood
out as a spokesperson in the Commissions of Finance, Housing, Consumer Affairs and the Joint Commission of the APP’s. During his time as a Representative, he was the promoter of important infrastructure projects and
improvements to his communities. He promoted important bills in essential areas for the economic
development of the country, such as the Small and Medium Merchants Law, the Energy Law and legislation on telecommunications.
Finally, Senator Aponte Dalmau also is Professor of Political Science at the University of Puerto Rico at Carolina for several years, teaching courses on politics and economics.
