Supportive Housing Today: Critical Updates Every Developer Should Know

Brett is Vice President for Multifamily Finance at NYS Homes and Community Renewal (HCR), overseeing the State’s competitive Low-Income Housing Tax Credit (LIHTC) financing path for affordable and supportive housing projects since 2020. During this time, the 9% team at HCR has financed the development and preservation of nearly 11,000 units across 172 projects. Brett previously served as Director of Housing at NYS Office of Mental Health (OMH), with responsibility for development, support and oversight of the State’s community mental health housing portfolio of over 40,000 units. He also served as Assistant Director of the Bureau of Housing and Support Services at NYS Office of Temporary and Disability Assistance (OTDA) with responsibility for managing the Homeless Housing and Assistance Program (HHAP), supporting the program’s 14,000 operational units across over 500 projects, and contributing toward the achievement of the 9,000-unit development goal of the NY/NY III initiative. He has been involved in various distressed project workouts, as well as capital and services program development and implementation, including the NYS Empire State Supportive Housing Initiative (ESSHI) since its inception in 2016. His background prior to his 25 years in State service is in land use planning and public assistance programs. He holds M.A. in public policy analysis from the University at Albany, and a B.A. in sociology from Skidmore College.
