Supportive Housing Today: Critical Updates Every Developer Should Know

Mark Fuller has served as President of DePaul for more than 47 years, dedicating his career to advancing compassionate, person‑centered services with a strong focus on affordable and supportive housing across New York State. Under his leadership, DePaul has grown from a small agency with a $440,000 budget into a statewide organization with an annual budget exceeding $100 million, more than 40 sites in 16 counties, nearly 1,000 employees, and over 3,000 housing units supporting more than 5,000 individuals annually. His long tenure reflects a deep commitment to expanding high‑quality, sustainable housing opportunities. Fuller holds a bachelor’s degree in Business Administration and an MBA in Management and Finance from the Rochester Institute of Technology, providing a strong foundation in fiscal stewardship and organizational leadership. He has remained actively involved in statewide housing and policy initiatives, including service on the NYS Homes and Community Renewal Multi‑Family Task Force, the Supportive Housing Network of New York, the NYS Mental Health Services Council, and the Finance Committee to Reform Adult Homes. A member of ACL for more than four decades, he has served on its Board for much of that time, contributing to systems reform and innovative community residence models. These experiences underscore his long‑standing leadership in advancing affordable, supportive housing and strengthening community living throughout New York State.
