Russell A. Kivler is a New York–based real estate attorney and Managing Partner of Hirschen Singer & Epstein LLP ("HSE"), where he focuses on complex real estate transactions, affordable housing development, and public-private partnerships. Mr. Kivler represents developers, owners, investors, and lenders in the acquisition, financing, development, and disposition of multifamily and mixed-use assets, with a particular emphasis on regulated and workforce housing. His practice is deeply rooted in structuring layered capital stacks that combine private capital with government programs, including tax-exempt bonds, low-income housing tax credits (LIHTC), and New York City and New Jersey incentive frameworks. Over the course of his career, Mr. Kivler has played a leading role in transactions representing billions of dollars in aggregate value and thousands of residential units, including projects developed in partnership with preeminent NYC developers and not-for-profits.
