In her role as Associate Commissioner of Housing Opportunity and Placement Services, Emily manages different programs through which people find and move into housing they can afford. This includes HPD's Homeless Placement Services, Housing Connect affordable housing lotteries, the HPD Housing Ambassador Program, and Housing Navigators for holders of Emergency Housing Vouchers. Since 2012, she has held positions in HPD's Strategic Planning group and the Office of Asset & Property Management. Emily received her Master's in Urban Planning from the NYU Wagner School of Public Service and her AB from Harvard University.
