New York State Land Use: Competing priorities

Bartek Starodaj is the Director of Housing Initiatives at the City of Kingston, New York. He is is leading the City's efforts to adopt a citywide form-based code and led the recent effort that allowed Kingston to become the first Upstate community to opt into the Emergency Tenant Protection Act. Prior to the City of Kingston, he was part of the German Marshall Fund’s Urban and Regional Policy team in Washington, DC, fostering transatlantic development initiatives for major U.S. and European cities.
He holds a B.A. in Environmental & Urban Studies and an M.S. in Environmental Policy from Bard College. Starodaj is also founding board member of the Kingston City Land Bank.
