Rachel Saw is the Head of IBFD’s Asia & Pacific Office located in Kuala Lumpur, Malaysia. IBFD is a unique center of expertise, offering high-quality information and education on international taxation. It is a not-for-profit organization headquartered in Amsterdam, the Netherlands. Its Asia Pacific office in Kuala Lumpur is responsible for ensuring the accuracy and currency of its Asia Pacific publications and reportings. In addition, the office also acts as a resource provider for IBFD’s AP tax technical course and Government Consultancy Projects.
Rachel has extensive experience in dealing with cross-border tax issues from both a tax administration and tax policy perspective. Her work and expertise is currently focused on Asia-Pacific regions, with particular attention to the challenges faced by developing countries in today’s tax environment.
Rachel regularly teaches in IBFD’s International Tax Training courses and Government Technical Assistance Programmes and has written several articles for IBFD. She has also been an instructor for the Malaysian Tax Academy, the Asian Development Bank and the OECD. She is currently the Chair of the Malaysian branch of the International Fiscal Association and a prominent speaker in regional circles.
