What Does Good Look Like for Physical Security in Food Defense

Frank Pisciotta, CSC (independent food defense consultant agrees to participate). Frank Pisciotta is the Founder and CEO of Business Protection Specialists, Inc. (BPS), a physical-security consulting firm he established in 1990. With more than 35 years of experience in risk assessment, threat mitigation, and compliance-driven global security program design, he has personally led over 5,500 physical security projects for food and beverage manufacturers, healthcare systems, educational institutions, and government agencies. His firm specializes in helping food and beverage companies achieve FDA Intentional Adulteration Rule (21 CFR Part 121) compliance through practical, risk-based mitigation strategies that integrate physical security controls with existing food-safety programs. A recognized authority on food defense, Pisciotta served for more than a decade on the ASIS International Food Defense and Agriculture Security Steering Committee, including two years as Chairperson. In that leadership role he guided the development of industry resources, best-practice sharing, and educational programming focused on protecting the nation’s food supply from intentional adulteration. He is a frequent speaker and author on the intersection of physical security and food defense, including critical comparisons between intentional adulteration offenders and workplace-violence perpetrators. Pisciotta achieved the Certified Protection Professional (CPP) designation in 1994 and the prestigious Certified Security Consultant (CSC) credential—one of only 26 professionals worldwide to currently hold it. He earned a Master of Public Administration degree from Alfred University, where he previously served as Chief of Security. Known for translating complex regulatory requirements into actionable, multidisciplinary programs, Pisciotta equips food-safety professionals with the physical-security knowledge needed for true IA Rule compliance and organizational resilience.
