Javier Vélez Arocho is a partner at Diatom Environmental Services, LLC. Specialist in environmental issues since 1991, he has a bachelor’s degree in Biology from the Pontificia Universidad Católica de Ponce and a master’s degree in Biology from the University of Puerto Rico in Mayagüez. He worked as a Water Quality Specialist and Associate Director of the Sea Grant College Program at UPR-Mayagüez. He is currently conducting doctoral studies at the Universidad Internacional Iberoamericana.
His experience includes seven years with the US Environmental Protection Agency (USEPA) in Boston and Washington, DC. During this period, Vélez Arocho worked on developing water pollution control plans, protocols for marine waste management, and new technologies for treating pollutants in wastewater from recreational vessels.
From 2005 until 2008, he served as the Puerto Rico Department of Natural and Environmental Resources Secretary.
In 2009, his wife, Pamy Rojas, funded EcoStahlia Consultores Ambientales and in 2019, opened the new environmental compliance and consulting firm Diatom Environmental Services, LLC.
His company combines specialized technical services with environmental education programs and community outreach.
