Fireside Chat: Fiscally Responsible Policies for Puerto Rico

Juan Zaragoza is currently a Senator (At-Large) for the Popular Democratic Party. As part of his functions, he is chairman of the Committee on Finance, Federal Affairs and the Fiscal Control Board of the Senate of Puerto Rico.
From 1989 to 1992 he was Assistant Secretary of Internal Revenue in the Department of the Treasury of Puerto Rico. During that period of time, he had under his supervision the Bureaus of: Income Tax, Excise Taxes, Property Tax, Beverages, Collections, Tax Exemption and Tax Evasion.
From 1997 to 1998, he was President of the College of Public Accountants of Puerto Rico. In 2001, he was appointed Public Interest Representative in a Special Committee in charge of examining the Operational Structure of the Municipal Revenue Collection Center (CRIM), an entity responsible for the imposition and collection of taxable personal and immovable property on behalf of the 78 municipalities of Puerto Rico.
During 2008 headed the Treasury team responsible for drafting the Regulations of the 2008 Economic Incentives Law for the Development of Puerto Rico.
From November 2014 to December 2016, Zaragoza was Secretary of the Treasury of the Commonwealth of Puerto Rico. During that period he was also a member of several government boards such as the Government Development Bank, the Teachers Retirement System, the Puerto Rico Industrial Development Company, among others.
Zaragoza is an Authorized Public Accountant by profession. He holds a Master of Business Administration ("MBA") from Indiana University in Bloomington and a Bachelor of Business Administration from the University of Puerto Rico, both Magna Cum Laude.
