Kelly Quirk, LCSW, is Chief Operating Officer at BRC where she oversees the day to day programmatic and administrative operations serving over 12,000 new yorkers annually in 36 different programs from street outreach, to shelter, to bheavioral health treatment and permanent housing. Kelly has a Masters in Social Work from NYU, a Bachelors from Duke University and has worked in the field serving individuals living through homelessness for 19 years. She began her career working in street outreach, progressing in responsibility and oversite of shelters, licensed residential substance use disorder treatment programs, and permanent supportive and affordable housing programs. Kelly's specialized clinical focus has been on the improvement of quality and consistency of care for individuals living with severe mental illness who have experienced homelessness or other forms of institutionalization. Since starting at BRC, Kelly has focused on utilizing and implementing evidence based practices when available, supporting the workforce to develop the tools necessary to succeed in helping clients and developing innovative programming when there are service gaps to better ensure clients are given access to tools to help them succeed. This includes ensuring programs have the operational funds to survive and the physical environment to support recovery. She has offered statewide trainings on synthetic cannibinoids, client engagement, restorative justice models in congregate and permanent housing settings, and models for staff accountability.
