Care Without Judgment: Overdose Prevention and Substance Use Resource Connection

Diang Severino is a Senior Field Responder with the Rapid Assessment and Response (RAR) Team in the Bureau of Alcohol and Drug Use at the New York City Department of Health and Mental Hygiene. Since 2018, much of his work has focused on supporting overdose prevention and harm reduction initiatives within supportive housing settings across New York City, including communal naloxone implementation, overdose prevention education, staff trainings, and other building-based harm reduction strategies aimed at improving resident safety and overdose response capacity. Prior to joining the Department of Health, Diang managed operations at one of New York City’s largest Safe Haven programs serving individuals experiencing homelessness, where he helped integrate harm reduction and overdose prevention practices into program operations and services.
