Ann Sullivan has served as NYS Mental Health Commissioner since 2014, making her currently the longest tenured State Commissioner. She is responsible for ensuring the viability and effectiveness of the public mental health system that serves over 800,000 individuals including 23 State-operated psychiatric centers providing inpatient and community-based services. Under her leadership, OMH is implementing Governor Kathy Hochul's landmark plan to transform the state's mental health system and expand access to care for all New Yorkers. To date, this initiative has invested more than $2 billion into dramatically expanding services, supports, and capacity across the state. During her tenure, Dr. Sullivan has worked tirelessly to build a robust continuum of mental health services across the lifespan from prevention to intensive treatment for complex needs. Expanding access to care has involved the implementation and expansion of programs such as the Certified Community Behavioral Health Clinics, addressing reimbursement barriers and expanding network adequacy, to the continuous development of residential units – now totaling over 51,000. Advancing efforts to provide integrated care has been a priority for Dr. Sullivan throughout her career. Previously, Dr. Sullivan served as senior vice president for the Queens Health Network of NYC Health + Hospitals, and director of psychiatry at Elmhurst and Queens Hospitals. She has taught, lectured, and published on best practices in community care and is an active mental health advocate.
