Jean-Claude Bertet is a renewable energy attorney advising the City of Los Angeles’ Department of Water & Power. LADWP is a vertically-integrated, publicly-owned electric utility serving over 4 million people. LADWP is the third largest electric utility in the state, one of five California balancing authorities, and the nation’s largest municipal utility.
Jean-Claude provides counsel on renewable energy, real estate, and electric vehicle infrastructure projects. He has worked on complex power purchase agreements at all stages of development, including land purchase, commercial operation, and corporate finance risk management on behalf of the utility. He counsels on California renewable energy legislation, such as the Renewable Energy Resources Act (Senate Bill X1-2), Clean Energy and Pollution Reduction Act of 2015 (SB350), and The 100 Percent Clean Energy Act of 2018 (SB100). In addition, he counsels on greenhouse gas legislation, such as the Global Warming Solutions Act of 2006 (Assembly Bill 32) and further emissions limit in SB32. He works with staff developing LADWP’s energy policies, including its Renewable Portfolio Standard Policy and Environmental Credit and Renewable Energy Credit Policy. Also, he has developed expertise in environmental credits, such as Allowances, Renewable Energy Credits, and Low Carbon Fuel Standard credits.
In early 2019, he joined in the endeavor of the Clean Fuel Reward Program, a point of sale state-wide consumer rebate for electric vehicles that launched in November 2020. This multi-million dollar project required the collaboration of utility executives, program managers, and attorneys throughout California.
