Kari Terwilliger is the Director of Cayuga County's Department of Planning & Economic Development which is engaged in providing countywide and local municipal level land use, water quality and natural resource protection, parks and trails, agriculture and farmland protection, downtown revitalization, and waterfront revitalization planning assistance. She has a Bachelor's Degree in Environmental Design with a Minor in Architecture and a Master's Degree in Urban and Regional Planning with a specialization in Urban Design fron the University at Buffalo. She is also a member of the American Institute of Certified Planners (AICP). Before being appointed Director of the Planning Department in March 2024, Kari started as a Planner in the department in 2012. Her work and responsibilities have included: general planning support for local towns and villages; the development of Town Agriculture and Farmland Protection Plans, Local Waterfront Redevelopment Programs, Town and Village Comprehensive Plans and Zoning regulations, master plan for Emerson Park, Cayuga County representative for planning and implmentation of the Cayuga Lake Blueway Trail, consolidation and annual maintenance of the county agricultural district, promotion and evaluation of local PDR funding applications for farms, development of design guidelines, streetscape standards, and local Main Street Programs; staff to the County Agriculture and Farmland Protection Board; and a Cayuga Lake Scenic Byway Board member.
