Mr. Thomas C. (Tom) Steffens served more than 39 years in the Department of War, including over 27 years as an Army Financial Management Officer. Appointed to the Senior Executive Service in 2013, he concluded his civilian career as Deputy Chief Financial Officer of the Department of Defense (2022–2024). In this role, he served as senior advisor to the Under Secretary of Defense (Comptroller)/Chief Financial Officer and other senior leaders on congressional compliance, financial operations, and initiatives to strengthen the integrity of DoD financial reporting.
Previously, Tom served for more than six years as Chief Financial Officer for the U.S. Army Corps of Engineers, overseeing budgeting, financial operations, and reporting for nearly $40 billion in annual outlays supporting Civil Works, Disaster Response, and Military Construction programs. Under his leadership, USACE achieved unmodified(clean) audit opinions throughout his tenure. He also served as Director of Accountability and Audit Readiness for the Army, leading preparation for the first Army-wide financial statement audit.
Tom retired from the Army as a Colonel after serving in senior operational, academic, and financial leadership roles across the Department of Defense. He is a recipient of the Presidential Rank Award and multiple distinguished civilian and military honors. He currently serves as a Senior Financial Management Advisor and is a member of the Management Concepts Financial Management Advisory Board.
