Ms. Tiffany N. Gildon serves as the Chief Financial Functional for the Joint Transportation Management System (JTMS) Joint Program Office within the Directorate of Acquisition at United States Transportation Command. A career Civil Service professional with more than 20 years of experience in Department of Defense financial management, Ms. Gildon is the financial subject matter expert leading the definition, development, and implementation of the financial functional requirements for the JTMS program. Her work sits at the intersection of acquisition, financial management, and enterprise systems critical to supporting global transportation operations. Ms. Gildon is presenting on JTMS because of her direct role in addressing one of the DoD’s most persistent challenges: fragmented transportation and financial business processes spread across numerous legacy IT systems. These stove piped systems hinder timely reconciliation, transparency, and auditability of transportation-related financial transactions. JTMS is designed to resolve this gap by fusing transportation and financial processes through business reform and the implementation of an enterprise-level solution, enabling accurate and timely recording of commitments, obligations, and expenditures. This topic is especially important now as the Department faces shrinking budgets and a mandated requirement to achieve auditability.
