Salome Tinker, CPA, CGMA
Salome Tinker is a Certified Public Accountant, Chartered Global Management Accountant, and managing partner of TSC Enterprise, a certified public accounting and professional services firm specializing in federal financial management, audit readiness, and internal control design. She brings extensive experience supporting agencies such as the Federal Transit Administration, West Point, and the National Science Foundation, with a focus on process reengineering, risk assessment, and compliance improvement. She delivers training for the U.S. Department of the Treasury’s Bureau of the Fiscal Service (now known as the Bureau of the Fiscal Service) on internal controls and risk management for financial managers.
Her expertise spans DoD financial operations, including Working Capital Funds and Nonappropriated Fund (NAF) programs, where she has developed strategies to strengthen oversight and prevent fraud. In 2025, Salome taught Defense Media Agency personnel how to establish a Working Capital Fund and implement internal control and monitoring procedures to safeguard cash management activities. She is currently audits West Point Nonappropriated Ration Fund, reinforcing her hands-on experience in mitigating fraud risks and ensuring financial integrity of NAF entities.
Prior to assuming role at TSC, Salome was a senior manager with the American Institute of CPAs (AICPA) specializing in accounting/audit policy development. Prior to this she worked in accounting policy at the Board of Governors of the Federal Reserve System. In both positions she supported the U.S. COSO members in drafting the COSO framework. These high-profile assignments highlight her ability to translate complex compliance requirements into practical, actionable strategies for government financial professionals.
