The Department of Social Services (DSS) is made up of the NYC Human Resources Administration (HRA) and the Department of Homeless Services (DHS). DSS serves more than 3 million New Yorkers a year through a range of programs, including (but not limited to) emergency shelter, SNAP and Cash benefits, and rental subsidies.
