Hank Minskoff is Vice President at Douglaston Development, where he leads over 4,000 units of affordable housing redevelopment across three major NYCHA developments: Linden Houses, Penn-Wortman Houses, and the $477 million Comprehensive Modernization of Saint Nicholas Houses—the largest design-build contract in NYCHA history. At Saint Nicholas, Hank oversees the full rehabilitation of 1,526 apartments, driving a resident-centered approach to electrification, infrastructure upgrades, and long-term resilience. With over a decade of experience spanning public and private sectors, Hank specializes in tenant-in-place preservation, public-private finance, and project execution at scale. He collaborates across agencies, lenders, and community partners to deliver transformative, equity-driven housing outcomes. Prior to joining Douglaston, Hank worked at NYC’s Department of Housing Preservation and Development (HPD), where he closed more than 2,000 affordable units through new construction and Hurricane Sandy recovery programs. He holds a Master of Urban Planning from NYU Wagner, with a focus on housing and economic development.
