José Torres is the Executive Director of the Affordable Energy Campaign, where he leads a statewide campaign of consumer advocates, environmental organizations, and environmental justice groups focused on improving the affordability and fairness of California's energy system. He most recently served as Managing Director of States & Regions at the Building Decarbonization Coalition (BDC), where he led teams across multiple states and, as California Director, helped secure $1 billion in funding for building decarbonization in the state, advanced Zero-NOx rules in the state’s Scoping Plan and State Implementation Plan, and helped pass the nation’s first Neighborhood-Scale Obligation to Serve legislation. Prior to his work at BDC, José worked at California Environmental Justice Alliance, at the California Energy Commission, and in both the California State Assembly and Senate.
