Mr. Smith has over 20 years of Federal service with extensive experience in planning, budgeting, execution, and data analytics. He currently serves as a Senior Professional supporting the ASN FM&C Office of Financial Operations (FMO), where his primary duties are to oversee the FMO Audit Response, Audit Remediation, and A-123 Divisions. In this role, Mr. Smith provides executive leadership for implementing and monitoring standard business practices, guides efforts to standardize processes to improve financial accuracy, and offers advice on audit readiness to senior Navy staff. He actively participates in modernizing business practices to ensure financial events are generated in compliance with accounting standards. Prior to his current role, he served as the Deputy Comptroller for the Secretariat Comptroller & Resources Department (SCRD), acting as a key advisor to the Comptroller and managing a $4 billion resource portfolio. Previously, he led the Analytics as a Service portfolio in the Navy’s Financial Management Data & Digital Transformation (FMDDT) program, leading Department-wide, data-driven initiatives aimed at digitizing and optimizing financial operations across the Navy. Previously, he served on the Joint Staff as the Joint Exercise Transportation Program Manager, overseeing a $230 million portfolio and leading the planning, programming, budgeting, and execution of over 150 annual exercises across 10 Combatant Commands. He also delivered annual budget justifications to the Office of the Secretary of Defense (OSD) and Congress in support of the transportation exhibit for the Combatant Commander Exercise Engagement and Training Transformation (CE2T2) program. Prior to this, he served as the Lead Financial Management Analyst in the Joint Staff Comptroller’s office, where he led initiatives to enhance the Enterprise Resource Program, coordinated the distribution and execution of a $1 billion annual budget, and collaborated with external stakeholders to manage the Joint Staff’s Treasury Disbursing Office program. Before joining the Joint Staff, Mr. Smith served as a Senior Budget Analyst at the Air Force Technical Applications Center, where he managed a national-level technical sensors program encompassing Operations and Maintenance, Procurement, Research and Development, and Military Family Housing appropriations. In this role, he developed and implemented an automated internal Resource Management Dashboard that provided senior leadership with near-real-time execution insights, significantly enhancing the speed and quality of decision-making. Mr. Smith entered Federal service in 2004 and served on Active Duty in the United States Air Force. He has been awarded the Navy Civilian Service Commendation Medal, four Air Force Commendation Medals, and has been recognized numerous times for his contributions to the Financial Management community. He holds professional membership in the Society of Defense Financial Management (SDFM) and a Level III Certification in DoD Financial Management.
