The Defense Contract Audit Agency: Why Their Mission Matters

Ms. Jennifer L. Quinones assumed the position of Assistant Director, Contract Audit Standards and Assurance, in February 2025. Ms. Quinones serves as the principal advisor to the Director and is responsible for the formulation, development and issuance of contract audit guidance and quality assurance for the Agency including procedures, standards, and guidelines for the conduct of the audits and oversight of its quality control system. She provides technical direction and guidance for the performance of audits Agency-wide, including decisions regarding application of Federal Acquisition Regulations or accounting/costing principles, and matters relating to Congressional relations.
A career civilian with over 25 years of experience, Ms. Quinones was appointed to the Senior Executive Service in December 2017. Ms. Quinones previously served as the Deputy Inspector General for the Department of Energy, Office of Inspector General (OIG) where she provided advice to the Inspector General and direction for the OIG's oversight of Department of Energy programs including the performance of audits, inspections, and investigations. In this capacity, Ms. Quinones was vital in changing a 26-year-old strategy that allowed the Department of Energy’s Management and Operating contractors to audit their own incurred costs. She established an audit organization within the OIG responsible for conducting or arranging for independent incurred cost audits. Prior to the Deputy
position, Ms. Quinones held various leadership positions within the Office of Inspector General, including the Assistant Inspector General for Audits.
Ms. Quinones began her career in 1999 with the Defense Contract Audit Agency (DCAA) as an auditor. She held roles of increasing responsibilities throughout her time at DCAA, and in 2015 she was appointed the Deputy Assistant Director, Policy and Plans. While in this position she established a working group of three defense agencies (DCAA, Defense Contract Management Agency and Defense Finance and Accounting Service (DFAS) to reduce the $2.6B of cancelling funds. Ms. Quinones has extensive experience completing and managing Federal audits and writing audit policy, strengthening both internal and external coalitions, and leading a workforce of professionals to efficiently and effectively accomplish the organization’s mission.
Ms. Quinones received her Bachelor of Science in Accounting from Mary Washington College in Fredericksburg, Virginia and earned a Master of Science in Administration from Central Michigan University.
She is a licensed Certified Public Accountant in the State of Virginia, and a graduate of the Director's Fellowship Program in Management. Ms. Quinones received numerous awards throughout her career including the William B. Petty Award for Management Excellence from DCAA, the Intelligence Community Inspector General Mission-Wide Impact Award 2021, along with other awards and recognition of excellent performance throughout her distinguished career with the Federal Government.
