Dr. Hopkins brings a unique blend of experience and education to Warfighting Acquisition University (War U). She dedicated more than a decade of her career to supporting high-visibility major defense acquisition programs (MDAPs) from multiple perspectives -- as a defense contractor, as a civilian employee, as a contracting official, as a cost estimator, as an educator, and as a policy official. On the policy side of acquisition, Hopkins served on the Federal Acquisition Regulation (FAR) staff, co-chairing the FAR Finance Team and supporting other interagency efforts aimed at improving contract audit processes and modernizing the cost accounting standards (CAS). Her doctoral dissertation, “Interagency Working Groups: Allegiances Across Agency Borders,” drew from her experience in leading complex, interorganizational projects, as well as extant scholarship in political science, economics, and sociology. During her tenure at War U, Hopkins won the President’s Award and the Superior Civilian Service Award for her independent research, course development and simulation efforts, and her strong teaching performance.
