Ms. Carder serves as the Deputy Director for Human Capital and Resource Management (HCRM) within the Office of the Under Secretary of War (Comptroller), where she leads strategic workforce planning for more than 51,000 financial management professionals across the Department of War. In this role, she oversees a multi-million-dollar education and training portfolio designed to strengthen technical capability, leadership development, and enterprise-wide readiness. She manages and advances key workforce initiatives, including planning and execution of the annual DoW Financial Management Conference, which attracts thousands of attendees from across the Department and industry partners. A recipient of the OSD Exceptional Civilian Service Award, Ms. Carder brings extensive experience from senior leadership positions within both the Office of the Secretary of Defense and the Department of the Air Force. Her career has focused on resource management, strategic planning, and workforce development, driving initiatives that enhance mission effectiveness and long-term organizational resilience.
