Mr. Edson Barbosa, a member of the Senior Executive Service, serving as the Deputy Assistant Secretary for Financial Operations within the Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, Department of the Air Force, at the Pentagon in Arlington, Virginia. In this role, Mr. Barbosa oversees implementation of the Chief Financial Officers Act of 1990, as amended, and associated financial management reforms. He will ensure the timely and accurate submission of the Department of the Air Force financial statements and provide executive leadership for the Financial Improvement and Audit Remediation (FIAR) program. His leadership will advance the Department toward achieving an unqualified audit opinion, demonstrating excellence in financial accountability and transparency. Mr. Barbosa brings extensive qualifications as a U.S. Army veteran with over 28 years experience in programming, budgeting, accounting, and reporting across multiple federal agencies, including the Department of Defense, Department of State, Inspector General Community, and Intelligence Community. Prior to joining the Department of the Air Force, he served as principal advisor to the Deputy Chief Financial Officer, Department of Defense, on accounting and financial policy matters involving federal-wide accounting concepts, standards, and interpretations. In this capacity, he provided oversight for the review, compilation, and publication of the Department of Defense Financial Management Regulation (DoD FMR), Agency Financial Reports (AFR), and ensured compliance with the Prompt Payment Act of 1982, the Debt Collection Improvement Act of 1996, and other statutory and regulatory requirements. He also supported the Department's Chief Financial Officer in various interagency forums, promoted and facilitated improvements to financial management processes, systems, and organizations, promulgated and interpreted DoD-wide policies related to cash management and disbursements, and oversaw the delivery of banking and credit union services at military installations in the United States and abroad. His additional leadership positions include Deputy Comptroller for the Army Cyber Command, Financial Manager for the Department of State, and Information Technology Portfolio Manager for the Army Budget Office, among other senior financial management roles.
