Ms. Shanell Blackshear is an accomplished financial management leader who currently serves as the Director of Accounting at U.S. Special Operations Command (USSOCOM). In this role, she leads enterprise-wide accounting operations and ensures strict financial compliance and accuracy across the command. Throughout her career in the Department of War, she has built a reputation for developing high-performing teams, modernizing financial workflows, and strengthening audit readiness. Ms. Blackshear brings more than a decade of specialized experience at USSOCOM. She previously led the audit liaison function, where she partnered directly with DFAS, OUSD, and Service FIAR teams to enhance internal controls and enterprise reporting. Her leadership in directing multi-service audit responses across Army, Marine Corps, Navy, and Air Force Special Operations has been instrumental in advancing the command toward auditable financial statements.
