Mr. Jackson Hawse serves as the Director of Investment for the Deputy Assistant Secretary of the Army for Budget (DASA-BU). In this capacity, he is the principal advisor to the Director of the Army Budget Office for Research, Development, and Acquisition (RDA) and Military Construction (MILCON) appropriations.
Mr. Hawse is responsible for the formulation, presentation, and defense of the annual budget
request and the reporting of funds execution for 11 multi-year appropriations to ensure
investments are procured and delivered to achieve Army priorities. Mr. Hawse manages over $58 billion in annually appropriated resources in the following areas: Research, Development, Test, and Evaluation; Aircraft Procurement; Missile Procurement; Weapons and Tracked Combat Vehicle Procurement; Ammunition Procurement; Other Procurement; Military Construction; Construction for Army Reserve; Construction for Army National Guard; Construction for Family Housing; Army Family Housing Operations.
Mr. Hawse previously served as the Chief of Budget Integration and Evaluation in the Army
Budget Office where he developed strategic messaging during the formulation, defense, and execution of the Army’s ~$175 billion annual budget. He led independent analyses of Army programs across multiple appropriations, to include Military Personnel, Operation and
Maintenance, RDA, and MILCON during all phases of the PPBE process.
Prior to returning to the Army Budget Office, Mr. Hawse served as the Senior Budget Analyst in the Office of the Under Secretary of War (Comptroller) Investment Directorate where he
managed the DoW’s $27 billion Command, Control, Communications, & Computers (C4)
weapon system portfolio. Mr. Hawse guided the OSW Cyber and C4 issue teams through the annual Program Budget Review and facilitated budgetary and programmatic changes in Military Department and 4th Estate resourcing in support of strategic priorities.
Mr. Hawse’s professional experience includes working in the U.S. Senate and House of
Representatives and spans multiple echelons within the DoW, to include the US Army Corps of Engineers, US Army Europe Command, Headquarters Department of the Army, The Joint Staff, and the OSW.
Mr. Hawse has a Bachelor of Science in Public Administration from James Madison University, a Master of Business Administration from Syracuse University, and an Executive Master of Public Administration from Syracuse University.
