Holly Carey serves as the Senior Official Performing the Duties of the Principal Deputy Assistant Secretary in the Office of the Assistant Secretary of the Army (Financial Management & Comptroller). She provides executive leadership and strategic oversight for the formulation, submission, and congressional defense of the Army budget, ensuring the effective use of resources to support data-driven decision-making for Senior Leaders. She has over 31 years of professional experience, including 28 years within the federal government. Carey began her career of service with eight years on active duty in the United States Air Force as a laboratory technician, where she specialized in blood bank, chemistry, microbiology, and hematology operations. Ms. Carey’s previous assignments include Deputy Director for Army Budget, ASA (FM&C); Director of Resource Integration, Deputy Chief of Staff, G-9; Chief Financial Officer (CFO), Army National Guard; Division Chief, Department of the Air Force Operations & Maintenance, Office of the Assistant Secretary of the Air Force (Financial Management and Comptroller); Budget Director and Staff Accountant, Department of Homeland Security (DHS) Management Directorate and Office of the Chief Financial Officer; and Associate Auditor with PricewaterhouseCoopers. Ms. Carey’s career is marked by significant financial stewardship, including managing $21 billion in annual installations resources (O&M and MILCON) and a $19 billion portfolio across the 54 States and Territories of the Army National Guard. She directed the execution of the Air Force’s $46 billion non-pay O&M accounts and was instrumental in leading DHS to its first clean audit opinion by implementing department-wide internal control risk matrices and standard operating procedures. Ms. Carey’s education includes a Master of Science degree in National Resource Strategy from the National Defense University, Dwight D. Eisenhower School, and a Bachelor of Science degree in Accounting from the University of Maryland Global Campus. She is a member of the Association of the United States Army (AUSA), the American Society of Military Comptrollers (ASMC), and the ICAF-ES Alumni Association. Ms. Carey’s awards and honors include the Department of the Army Distinguished Civilian Service Medal, the Department of the Army Meritorious Civilian Service Medal, and the 2023 ASA (FM&C) Outstanding Financial Management Organization Award. She is also a recipient of the Air Force Financial Management and Comptroller FY2021 Special Acts and Services Award, the 2020 Air Force FM&C Space Team Award, and the 2020 General Larry O. Spencer Special Act and Services Award for her leadership during the COVID-19 response.
