Ms. Pamela Hunter serves as the Deputy Director of Accounting for the U.S. Army Corps of Engineers, where she provides accounting leadership and oversight for the agency’s Civil Works financial statements and Military Programs sub-allotted funds. Her work supports one of the Department’s most complex financial reporting environments, including Civil Works assets exceeding $101 billion and a sustained history of unmodified audit opinions.
She brings deep experience in financial reporting, statement compilation, general ledger reconciliation, year-end close, GTAS reporting, DATA Act submissions, apportionment documentation, journal voucher support, and coordination with external reporting stakeholders including DFAS, OMB, Treasury, ASA(CW), and USACE Headquarters. In her current leadership role, Ms. Hunter oversees Civil Works accounting and reporting, reviews material weaknesses and Notices of Findings and Recommendations, supports corrective action, and works closely with systems personnel to strengthen reporting processes and maintain compliance with Treasury, OMB, OUSD, FASAB, and DoD FMR requirements.
Ms. Hunter also brings practical experience using data and systems to improve audit readiness and reporting reliability. She has developed SQL queries, analyzed transactional data, identified abnormal balances and general ledger variances, improved reconciliation processes, supported CEFMS II reporting logic updates, and helped advance more automated financial statement review processes to identify corrective actions earlier.
Prior to her current role, Ms. Hunter led Military CFO reporting operations for USACE sub-allotted funds, supporting unmodified opinions for DLA, Army MILCON, DHA, SOCOM, and Air Force financial statements and footnotes. Her background reflects a strong audit sustainment perspective, including financial statement preparation, reconciliation, internal control improvement, root-cause analysis, system migration support, and cross-agency coordination across Army, Air Force, Navy, DLA, DFAS, and Treasury stakeholders.
Ms. Hunter is a Certified Defense Financial Manager, holds a DoD Financial Management Certification Level 3, and earned a Bachelor of Business Administration in Accounting from the University of Memphis, graduating magna cum laude.
