Upscaling the Philippine Public Financial Management (PFM) System

Cyril Ramos graduated cum laude from the Philippine College of Commerce (now Polytechnic University of the Philippines) in 1976 with a degree in Commerce Major in Accounting. He passed the Certified Public Accountant Board Examination the following year. He obtained his Bachelor of Laws degree from the Far Eastern University in 1992, passed the Bar Examinations given the same year and was admitted to the Philippine Bar in 1993. He has a rank of Career Executive Service Officer III under the Career Executive Service Development Program.
He is a public servant for almost 30 years, serving the Civil Service Commission (1976 to 1987) and the Office of the Ombudsman (1988 to present).
Notwithstanding his heavy schedule, our next speaker still finds time to teach. He is involved with the academe since 1988 where he served as lecturer, associate professor, or CPA and Law Reviewer at his alma mater. He also served as President of the Philippine Association for Government Budget Administration, Inc. (PAGBA) from 1995 to 2009 and the Association of Government Accountants of the Philippines, Inc. (AGAP) from 2002 to 2005 where he advocated best practices in the field of accountancy and budgeting. In 1994, he was awarded the Most Outstanding PUP Alumnus for Government Service. In 2001, he was awarded and cited as Outstanding Alumnus by the FEU Institute of Law Alumni Association.
