Specializing in Public Finances, Dr. Heredia-Ortiz has assisted governments in numerous countries transform fiscal policy and management to forge more efficient, effective, transparent and accountable governments, laying the foundations for improved revenue mobilization, use of public resources, and public service delivery. Her expertise ranges from supporting assessment, design and implementation of tax policy and tax administration reform, public budgeting and expenditure management, to fiscal decentralization reforms, with special focus in the education and health sectors. She also serves as capacity building expert performing training-needs assessments, designing curricula, and delivering lectures and technical assistance. She has played a lead role in important USAID-funded reform projects in Bangladesh, El Salvador, Jordan, and currently in Guatemala, supporting the government to design and implement tax administration modernization and public procurement reform. She has authored several articles and reports. She holds an M.A. and Ph.D. in Economics from Georgia State University.
