Unconventional Wisdom: Lessons Learned from Developing PFM IT Systems

John Yates is DAI’s Global Practice Lead for Public Financial Management. With a background in economics and computer science, he has 20+ years of experience implementing public financial management reforms and information technology systems on development projects in roles ranging from IT Advisor to Chief of Party. Key reforms he has supported include introduction of value-added tax, taxpayer compliance programs, unified collection of social contributions, customs single-window, and business registration and licensing. On several public finance projects, he managed the implementation of information systems, including a comprehensive tax information system in Armenia, collections and audit information systems in Serbia, e-government systems in Georgia, a business registration and licensing system in Egypt, and a unified registry for social insurance in Bosnia and Herzegovina. He also held an executive position as a Chief Information Officer for over four years, supporting international development projects around the world.
