Unconventional Wisdom: Lessons Learned from Developing PFM IT Systems

David Hall is a Senior Governance Specialist with DAI Global. In his current role, he supports DAI’s PFM and Anti-Corruption portfolio, most recently conducting programmatic evaluations of DAI's public finance programs in El Salvador and Guatemala. In that portfolio, he designs technical interventions for USAID, DFID and European Commission technical assistance contracts, as well as marketing and knowledge management to internal and external clients. His most recent interest involves combining good practices from DAI projects in PFM with innovative procurement oversight models that aim to curb corruption in public investment and public private partnerships.
Prior to his current position at DAI Global David served with Village Capital, Pact, Solimar, The Washington Office on Latin America, and World Vision. International. David has field experience in Guatemala, El Salvador, the Dominican Republic, Jordan, Kenya, Uganda, South Sudan, the DRC, Nigeria, Armenia and Bangladesh. He holds a Masters in International Development Studies from George Washington University, a Bachelor’s Degree from the University of Delaware, and he is professionally proficient in Spanish.
