The annual Public Transportation Summit takes place as a means to promote coordination with agencies, local stakeholders, and organizations. The Idaho Transportation Department Public Transportation (ITD-PT) Office has put together a month long series of technical assistance, training, workshops and peer to peer networking opportunities. The summit’s strategic agenda is designed to help facilitate and encourage thought-provoking topics that will maximize efficiency and offer unique insight into present and future challenges facing public transportation in Idaho.

Kristen Joyner is Founder and President of KJ Backpack, LLC. Her expertise includes transit association work as Executive Director for the South West Transit Association and administrative PT experience for Rock Region Metro, Little Rock, Arkansas
John has been involved in rural and resort transit for over forty years as an operator, supervisor, dispatcher, scheduler and safety and training manager.
Mr. Redington is a Transportation Industry Analyst for the US DOT’s Volpe Center. Mr. Redington has assisted the FTA Drug & Alcohol Program for over 25 years & has represented FTA at federal audits, trainings, conferences & DOT modal events.
Cara Marcus, MSLIS, AHIP, is the Resource Center Manager for National RTAP. Cara graduated from Simmons College with a Master’s Degree in Library and Information Science and has served as a library manager and researcher for over twenty years.
Ms. Schafer has 21 years of experience in the transit industry. She joined RLS & Associates, Inc. after a career with an area agency on aging in southeast Indiana.
Andrew Williams is one of six international Master Trainers with the National Safety Council, who helps individuals, communities, businesses, government agencies and associations.
Cathy Libby is the Deputy Administrator for Medicaid Benefits at the Idaho Department of Health and Welfare, Division of Medicaid.
Terri Lindenberg is the Executive Director of Treasure Valley Transit, Inc. (TVT), the public transit system serving a 10 county area in the Idaho Transportation Department’s District 3.
Dr. John Cleveland is a transportation civil rights consultant and owner of Cleveland Civil Rights Consulting, LLC. He specializes in training, program and policy development and federal compliance, as well as expert witness services.
Russ is ITD’s Program Manager for the Office of Civil Rights which is tasked with ensuring local agency and contractor compliance with associated Civil Rights laws and regulations.
Jennifer Zielinski is the Executive Director of the Idaho Anti-Trafficking Coalition (IATC). She launched IATC in 2018 and established Solace House Outpatient clinic, specializing in trauma-specific services, including a Crisis and Resource Hotline .
Annie Sovcik is the Director of Busing on the Lookout (BOTL), a program of Truckers Against Trafficking (TAT). Annie is responsible for leading TAT’s efforts to educate, equip, empower, and mobilize members of the bus industry to combat human trafficking.
Public Transportation Advisory Council
The Public Transportation Advisory Council (PTAC) was also created in Idaho Code 40-514 to “advise the Department on issues and policies regarding public transportation in Idaho."
Ryan Luttmann was appointed as the District 1 PTAC representative in 2019. Ryan is a professional engineer and brings over 20 years of experience working in both private and public sectors.
Alisa Anderson has been the Grants Manager for the City of Moscow since 2007. She develops & writes grant applications & administers grants for various city departments. Alisa has also been a member of the Public Transit Advisory Council since 2015.
Jeff is an Idaho native and was born and raised in Pocatello. In 2004, he graduated from Idaho State University with a bachelor’s degree in Business Administration with an emphasis in Marketing.
Kathleen Lewis has over thirty years of writing and administering federal, state and private grants. She served as the Executive Director of the Southeast Idaho Council of Governments, Inc.
Rick Miller, Community Development Manager of East Central Idaho Planning and Development Association, has been involved with the planning and development of community infrastructure and economic development projects for over 16 years.
Ron Duran joined the ITD Public Transportation Office in 2019 as the Public Transportation Manager. Mr. Duran brings with him over 10 years of management experience in both public and private sectors.
Shauna has been with ITD since June 2012. During this time she has served as a Grants & Contracts Officer for FHWA, FTA, and State-Funded Programs. Shauna currently oversees ITD-PT’s Safety, Asset Management, Planning & Performance programs.
Ada Finlayson has been with the Public Transportation Office for a short time accepting the position of Grants/Contract Officer in February of 2020. She is no stranger to ITD and has worked there for about 30 years.
Summer is a Grants & Contracts Officer at ITD and administers the CARES Act funds. She is experienced in project management, community engagement, collaborative processes, identifying key technical trends, & supporting advanced technology initiatives.
Taylor Bothke is a new Grants and Contracts Officer that joined our team in February. She is our Grants Officer that manages the Small Urban Balancing Committee as well as the 5310, enhanced mobility for seniors and individuals with disabilities program.
Kristina Larking has been in the grants field for over two years. Before working in the Public Transportation office, she worked at Idaho Housing and Finance Association where she helped oversee and implement several HUD grants throughout the State.
