The annual Public Transportation Summit takes place as a means to promote coordination with agencies, local stakeholders, and organizations. The Idaho Transportation Department Public Transportation (ITD-PT) Office has put together a month long series of technical assistance, training, workshops and peer to peer networking opportunities. The summit’s strategic agenda is designed to help facilitate and encourage thought-provoking topics that will maximize efficiency and offer unique insight into present and future challenges facing public transportation in Idaho.
This FREE conference will provide excellent training opportunities as well as breakfast and lunch on Tuesday, Wednesday and Thursday along with refreshments throughout the day. We encourage you to register early using the button above to reserve your spot.

Angie Stegner is an educator for the Lewiston Independent School District. She also teaches various soft skills classes through Lewis-Clark State College and their Workforce Training program. Additionally, Angie is a Deputy Coroner for Nez Perce County.
Chad oversees transit operations& collaborates with internal & external stakeholders in a variety of activities including the design & development of innovative technology solutions, service planning, geographic analysis, & state and federal compliance.
David Nichols has worked for nearly 30 years in teaching, training, and human resources; focusing on leadership development, change management, communication skills, hiring and talent management, and culture change.
Eddie has been with TSA since 2013 and was promoted to Lead Transportation Security Inspector in October 2022.
Josephine Middleton has worked at ITD since 2001 and in Manager of ITD's Office of Highway Safety (OHS).
Kelli Badesheim is the executive director of Valley Regional Transit, the regional public transportation authority for Ada and Canyon counties in Idaho.
Leslie Pedrosa has been in the public transportation industry for 27 years. Ms. Pedrosa has worked for Valley Regional Transit for the last 10 years and currently serves as the Chief Operations Officer.
Mike has worked for the NPTPD for 10 years. Mike has served as a Patrol Officer, School Resource Officer, Field Training Officer, Patrol Corporal, K9 Handler, a Detective and was recently promoted to Sergeant of Patrol.
Mr. Rich Garrity has over 40 years of experience in transit and paratransit planning, operations and management evaluation, coordinated transportation services, policy development, and state DOT program management, over 20 of that with RLS.
Public Transportation Advisory Council
The Public Transportation Advisory Council (PTAC) was also created in Idaho Code 40-514 to “advise the Department on issues and policies regarding public transportation in Idaho."
Ryan Luttmann was appointed as the District 1 PTAC representative in 2019. Ryan is a professional engineer and brings over 20 years of experience working in both private and public sectors.
Alisa Anderson has been the Grants Manager for the City of Moscow since 2007. She develops & writes grant applications & administers grants for various city departments. Alisa has also been a member of the Public Transit Advisory Council since 2015.
Allan Schneider, the District 3 representative for PTAC, is a retired high school English teacher. He is a visually impaired Idahoan and serves on the board of the Idaho Commission for the Blind and Visually Impaired.
Jeff is an Idaho native and was born and raised in Pocatello. In 2004, he graduated from Idaho State University with a bachelor’s degree in Business Administration with an emphasis in Marketing.
Kathleen Lewis has over thirty years of writing and administering federal, state and private grants. She served as the Executive Director of the Southeast Idaho Council of Governments, Inc.
Michelle was elected to serve on the Idaho Falls City Council in November 2015 and ran unopposed for her second term in 2019. She currently serves as the President of the Council.
Ron Duran joined the ITD Public Transportation Office in 2019 as the Public Transportation Manager. Ron brings with him over 10 years of management experience in both public and private sectors.
Shauna has been with ITD since June 2012. During this time she has served as a Grants & Contracts Officer for FHWA, FTA, and State-Funded Programs. Shauna currently oversees ITD-PT’s Safety, Capital, Asset Management, and Training programs.
Taylor Bothke has been with the ITD since April 2019. Initially, she joined the department in the DMV. Taylor promoted to the PT Office as a Grants & Contracts Officer in Feb. 2020 and has recently transitioned to overseeing the 5311 programs.
Beth Thompson has been with ITD since November 2018. She was initially a Program Supervisor in the DMV and came to the Public Transportation Department in September 2021. Beth oversees the 5310 program in Operations.
Sam Carroll has been with ITD Public Transportation since May 2022. He previously spent three years with ITD in the Materials section. Sam acts as a Grants & Contracts Officer and currently works on Capital projects and COVID Relief programs.
