EVAAS meets NCEES: Leadership Sense-Making for Instructional Impact

District leaders and principals are routinely asked to make high-stakes instructional and personnel decisions using multiple measures that were never designed to “line up” neatly. This session tackles that challenge head-on.


EVAAS meets NCEES is not about formulas, conversions, or ratings. It is about how leaders think.


In this interactive session, leaders will build a shared approach for making sense of student growth data (EVAAS) alongside professional practice evidence (NCEES), without misusing either system. Participants will explore common leadership dilemmas such as strong observations with weak growth, weak observations with strong growth, and mixed signals across both measures—and learn how to respond with clarity, fairness, and instructional focus.


Grounded in North Carolina’s Educator Effectiveness framework and national research on multiple measures, this session emphasizes:

  • Interpreting patterns over time, not reacting to single-year results
  • Using EVAAS to raise instructional questions, not judgments
  • Anchoring NCEES evidence in consistent, observable practice
  • Identifying when alignment exists, when tension is present, and when evidence is insufficient
  • Translating data insight into coaching moves, walkthrough focus, and support planning

Leaders will engage in a practical sense-making protocol using real scenarios and leave with language, guardrails, and tools that protect trust while strengthening instructional leadership.
