Operation vs Regulation - CAA Delivery Review

David heads the Airline Licensing Department within the UK Civil Aviation Authority’s Consumer & Markets Group. David is responsible for the grant and management of all UK airline Operating Licences, together with the administration of the UK Foreign Carrier Permits and Third Country Operator (TCO) systems (that allows EU and third country operators access to the UK). David brings a broad finance and legal background to his role, particularly in relation to the application of the rules surrounding ownership & control, insurance and leasing and setting that policy. He also chairs the CAA’s Illegal Public Transport Steering Group. Over the years David has also been engaged in managing aspects of the CAA’s response to airline insolvency, such as the Thomas Cook, and in dealing with the issues presented by the Covid pandemic and sanctions . David is part of the CAA’s EU Exit air service negotiating team leading on airline licensing and Third Country Operator issues, David and his team have been involved in assisting UK Government with their Afghan resettlement flights and other repatriation. In recent weeks David has helped lead the CAA’s response to protecting UK air ambulance operations.
